How do I apply the pencil and oil together?

Line the outer edge with the pencil first, then fill the whole lip in — a full fill is what keeps colour there once the gloss goes over it. Press Glossy Lip Oil onto the centre and let it spread on its own. The oil sheers the pencil and adds dimension without erasing the shape.

Will the gloss feel sticky over the liner?
